Money & the Will of the District
The 9 council districts, the public contract money that landed in each, and the audit that matters: did the representative serve their people, or serve the money. Tap a district.

Read the map: each shape is a real Maui County Council district (source: Hawaii Statewide GIS, AdminBnd/35). Shading = public contract dollars awarded in that district. Tap it for the money and the current representative.

The audit: serve the people, or serve the money

For each matter, three things from the public record decide it, straightforwardly: what the people asked for (community testimony), what the money asked for (industry/donor), and how the representative voted. Vote with your people = you did your job. Vote with the money against your people = you did it for the money. The record shows it; you judge.

First matter — Bill 9 (short-term-rental phase-out):
The money: the real-estate industry testified 22 times (2026-02-18) and 28 times (2026-01-07) — SOURCED (Maui CivicClerk).
The vote & the will: we could not get to them from the accessible record — the per-member roll-call on Bill 9 is not published in machine-readable form and the community testimony is not tallied. That inaccessibility is itself the finding.

Audit flaw #1 — civic-responsibility gap: a resident cannot readily see how their own representative voted on the matter their neighbors testified about. A public record you cannot reach is not transparency. Naming and closing that gap is the audit’s job, not an excuse — this is a documented flaw we are fixing, not a blank we are hiding. Fix in motion: ingest the Bill 9 roll-call from the CivicClerk minutes (source) and tally the testimony; the moment it is sourced, each district turns green (served the people) or gold (served the money) — never before, never fabricated.

Sources: districts & boundaries — Hawaii Statewide GIS; contract money — HANDS; testimony & votes — Maui CivicClerk. Sourced-never-fabricated · the record, not accusation · christ-aloha. Note: the GIS lists a prior-term member for 4 districts; the current member is bound from the county roster, never the stale field.
