Adopted Council MINUTES are real and ingestable as PDFs (category MEETING_MINUTES, subcategory 14) and, per standard municipal convention, likely contain AYES/NOES/EXCUSED tallies as unstructured PDF text — would need per-document PDF text extraction, not a queryable API. SCHEMA FLAG (for whoever wires national/jurisdictions.json + tenant_discover.py next): this jurisdiction needs its OWN vendor type ('hnldoc') — its request/response shape (POST JSON body with year+category+subcategory+pagination) is structurally different from both Legistar (OData $top/$filter) and CivicClerk. tenant_discover.py's verify() only probes 'legistar' and 'civicclerk' candidate keys and will NOT auto-detect this jurisdiction without a new probe branch. national/jurisdictions.json's hi-honolulu entry vendor was changed from 'civicclerk' (wrong guess) to 'hnldoc' this pass, config filled with the real host/endpoint. All HTTP evidence above captured live via curl on 2026-07-10/11 UTC; no files were invented, agenda_watch.py falls back to the prior verified 'upcoming' snapshot below since HNLDoc's POST API isn't wired into agenda_watch.py's live_refresh() (only handles ical/legistar_api feed_types).
